Systems and measures related to the prevention of nuclear disasters | | •Systems related to the prevention of nuclear disasters | In the wake of JCO's criticality accident in September 1999, Special Law of Emergency Preparedness for Nuclear Disaster was newly established and the following new system for the prevention of nuclear disasters was provided: | | 1 | In the event of an accident, a system with the national and local governments will be incorporated that is capable of making an initial quick response should be established. | | 2 | The national government's emergency control system should be reinforced according to the peculiar nature of nuclear disasters. | | 3 | In protecting against nuclear disasters, the roles of nuclear entities should be clarified. | | MEXT manages measures for the disaster prevention of test and research nuclear reactors, and takes various measures in preparation against disasters and accidents. |

| Nuclear Safety Technology Center operates the Network System for Prediction of Environmental Emergency Dose Information (SPEEDI Network System) so as to predict, when large amounts of radioactive materials are emitted from nuclear power plants or other nuclear facilities, the air concentration/dose of radioactive materials in the surrounding environment in consideration of geographical and meteorological conditions based on information on the places where radioactive materials are emitted. In the event of an emergency, information which is obtained by calculation and prediction with the SPEEDI Network System is promptly sent through the network to MEXT, the Ministry of Economy, Trade and Industry (METI), the Nuclear Safety Commission of Japan (NSC) and local governments. |
