A guide to the prevention of nuclear disasters
With regard to nuclear facility accidents that require protection measures, there are various procedures that take place after notice of special event is sent from nuclear operators to the national government and local governments, emergency operation centers are established, and measures are taken, and before restoration to normal. The basic flow of the procedures is shown below:

•Noticing, and implementation of warning activities
Conditions at the time of occurrence of an accident are reported in detail from the nuclear operator to the related organizations of the national government and local governments. After notice activities for the collection of information and preparation for off-site emergency centers get underway.

   Provision of emergency operation centers
The national government and local governments review scrutinize the contents of reports, including advice from specialists, and establish emergency operation centers.

 Public information for residents
Actions are taken to provide public information for residents.

   Measurement and prediction of radiation dose
Radiation dose around the nuclear facility is immediately monitored. Based on the monitored data, temporary measures are decided.

 Implementation of protection measures
Protection measures are implemented for residents in order to reduce radiation exposure for residents living nearby the site as much as possible.

 Emergency medical activities and supply of necessities
In the event of an emergency, medical teams are composed in order to implement medical treatment promptly and precisely. In addition, necessities are supplied.

 Recovery
The national government and local governments promptly take recovery measures against nuclear disaster.
